Among these tasks, validation of assessments is particularly challenging. While we've discussed validation in many posts, let's revisit the fundamental principles. The Australian Skills Quality Authority identifies assessment review as a quality review of the evaluation process.
Essentially, assessment review is intended to identify which parts of an RTO’s assessment methods are effective and which need improvement. When to Conduct Assessment Tool Validation
The aim of assessment tool validation is to ensure that all elements, performance criteria, and performance and knowledge evidence are included by your assessment methods. Therefore, whenever you purchase new learning resources, you must conduct validation of assessment tools before students use them. There's no need to wait for your next five-year validation cycle. Validate new materials as soon as possible to confirm they are appropriate for students.

- Learner/Student Workbook: Ensure it is suitable as an assessment tool during validation. Check if guidelines are clear and response areas are sufficient. This is a common issue.
- Assessor Guide/Marking Guide: Also check if instructions for evaluators are sufficient and if clear criteria for each evaluation item are provided. Clear criteria are crucial for reliable evaluation results.
- Supplementary Resources: These may include evaluation checklists, registers, and forms designed separately from the workbook and assessor guide. Validate these to ensure they suit the assessment activity and meet course unit requirements.
Validation Panel
Clause 1.11 specifies the requirements for panel members. It states validation can be performed by one or more people. However, RTOs usually mandate all trainers and evaluators to participate, sometimes including sector experts.
Collectively, your validation panel must have:
- Vocational Competencies and Up-to-date Industry Skills relevant to the validated unit.
- Current Expertise in Vocational Training.
- Either of the following credentials for training and assessment:
- Certificate IV in Training and Assessment TAE40116 or its successor.

- Perform diaper changes
- Prepare and feed bottles, clean feeding equipment
- Prepare and give solid food to babies
- Respond to baby signs and cues properly
- Prepare and settle babies for sleep
- Observe and promote suitable physical activities and motor skills for babies
Typical Mistakes
Describing the nappy-changing process for babies under 12 months does not fulfill the unit requirement. Unless the unit criteria is meant to assess underpinning knowledge (i.e., knowledge-based evidence), students should be performing the tasks.
Be Careful with Plurals!
Pay attention to the quantities. In our example, one of the unit requirements of CHCECE032 Baby and Toddler Care requires the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just one baby won’t cut it.
All or Not Competent
Pay attention to lists. As mentioned earlier, if students only complete half the tasks, it’s not compliant. Each assessment item must cover all specifications, or the student is incompetent, and the assessment method is out of compliance.
Provide Specific Details
Each assessment task must have clear and specific reference answers to guide the assessor’s judgment on the student’s competence. Therefore, it’s crucial that your instructions do not baffle students or evaluators.

Avoiding double-barrelled questions makes it more straightforward for students to respond and for assessors to accurately assess student competence.
